Italy's new State-Regions Agreement of 17 April 2025 (Rep. atti no. 59/CSR, published in Official Gazette no. 119 of 24/05/2025) requires, for synchronous video-conference training, the use of a PC or tablet for the learner's exclusive use: smartphones are not allowed. This calls for platforms and flows designed for desktop and tablet.
For asynchronous e-learning the platform must ensure precise activity tracking and verifiable completion, with a documented final test. Many LMS currently in use cannot demonstrate this reliably.
The transition period to comply ends on 24 May 2026: training providers must bring their platform, devices and processes into line before that date to avoid invalidating their courses.
